I've noticed that the window in my hallway (on my floor) is open a little bit. I tried to close it but it is too tight. If a tenant is opening the window, they should not do that. Becuase it lets the cold air come in during the cold winter months and lets the hot air come in during the hot summer months, and also allows the rain to get in.
