Too many jobs

Why are they working on so many buildings at the same time? Why don't they completely fix one building and then move on to the next building. Rather than fixing one building half-way and then starting on another building, etc. So much debris in the courtyard that there is no place to sit or for the children to play come summer months.
Looks nothing like the beautiful courtyard I remember.
